If BJP loses all states, will Modi bank on CAA?

On December 3, we will know how many states the BJP is going to retain/win. The saffron party is expected to surely lose Telangana. It might lose Chattisgarh as well. Its only hopes are Rajasthan and Madhya Pradesh. Of these two, the BJP is said to be on a sticky wicket in MP. So, Rajasthan might be the only state that the BJP is going to win this season.

If the BJP gets trounced badly, the Narendra Modi government might revive the contentious Citizenship Amendment Act (CAA). Plans are said to be afoot to release a notification by the end of March 2024. As is known, the CAA attempts to provide Indian citizenship to suppressed religious minorities (read Hindus, Christians, Sikhs, Buddhists) in neighbouring countries (Pakistan, Bangladesh, Afghanistan). The citizenship won't be available for Muslims living in the aforementioned Muslim-majority countries.

When the Bill was passed by the Indian Parliament in 2019, country-wide protests by Muslims divided the polity. After the pandemic struck in early 2020, the Modi government postponed the notification of rules under the CAA. Since then, the Act has remained inactive. If the first CAA notification is issued before the 2024 General Elections, Hindu mobilization might benefit the BJP in a huge way.
