Revanth Reddy welcomes sub-classification within SCs, STs reservation

The Supreme Court today made two important rulings that commentators say will change the course of reservation policy in India. The top court said that the states must identify the ‘creamy layer’ in the Scheduled Castes (SCs) and Scheduled Tribes (STs). So far, only OBC quota has the 'creamy layer' concept. If the states identify the rich among the SCs/STs and exclude them from quota benefits, it will benefit the genuinely disadvantaged sections among the two reserved categories.

More importantly, the apex court ruled that the sub-classification within the SC and STs reservation is permissible. The majority ruling has been made possible by a Judge who belongs to the SC community.

Telangana Chief Minister A Revanth Reddy, in his address to the State Assembly, welcomed the verdict. He said that the ruling is good news to lakhs of Madiga youths who have been fighting for sub-classification. "They have been fighting for the sub-classification as A, B, C, and D groups.

The Congress CM welcoming the verdict is in the interest of the party in Telangana. However, in many other States, the Congress will be at a disadvantage vis-a-vis the BJP. "Partitioning OBCs via the Rohini Commission report and splitting SC/ST quota as enabled today by the Supreme Court today, followed by a bumper hiring for government services in the next 3-4 years, can bring the BJP back in the game and blunt opposition’s politics," wrote columnist Arihand Pawariya.
