The Congress party's concern for dogs has divided Netizens. One set of people is arguing that the Grand Old Party is now behaving like an NGO, taking up trivial issues to raise needless alarm. Culling dogs for different reasons has been done by all governments, including states led by the Congress party.
Another set of people is of the view that inhuman and cruel treatment meted out to animals is unforgivable.
